General Reginald Peter Skarr is a secondary villain protagonist of the Cartoon Network series Evil Con Carne and recurring character of its sister series The Grim Adventures of Billy & Mandy. He was voiced by Armin Shimerman.

General Skarr is seen as a fan favorite to the point where he became a recurring character in ECC’s more well known sister show.

In the 2006 video game based on Billy & Mandy, he has his own moveset and Mojo Meltdown. He also had unique interactions upon defeating enemies and encountering the Brain-Eating Meteor.

In The Right to Bear Arms, he gets his skin torn off for a brief period, exposing his face.
He can frequently get in arguments with Hector.
According to his bio and the game, he likes to kick puppies.
He can be a little stupid. In The Trouble with Skarrina, he falls in love with a woman not knowing she is actually a bomb.
