    Dr. Phineus Phibes is the main antagonist of Shaggy & Scooby-Doo Get a Clue!. He is an evil and power-hungry scientist obsessed with becoming immortal and taking over the world; whichever comes first.

    Why He Rocks

    1. He's a really fun and funny villain, even though he has that classic and generic goal of world domination.
    2. Also, the scenes with him are entertaining and fun to watch.
    3. He is considered by many to be one of the few good things about the show, at least for fans of this show.
    4. Incredibly, he can even be considered to be more fun than the main duo in the series, as well as his henchmen.
    5. He is the first character in the franchise to be the main antagonist in a series.
    6. Like the other characters, he has a good design.
    7. He can also be quite memorable, mainly because he is the main antagonist.
    8. He is overall a better character than the dog and hippie boy (which is, unsurprisingly, the flanderized versions of our favorite comic relief duo, Shaggy and Scooby).
    9. Jeff Bennett did a great job voicing him.

    The Only Bad Quality

    1. His design, while decent, is pretty weird.
